This is actually different in Tizen 3.0. What you currently see by default is the standard desktop shell from weston. You should be able to add new apps to the panel bar by adding a [launcher] section to the weston.ini file (e.g. https://review.tizen.org/git/?p=platform/upstream/weston.git;a=blob;f=weston.ini;h=f2abceb75a030990b18263b32a3992f8d9e6570e;hb=refs/heads/tizen)
