No, that is not normal.  When you reboot you should see  a toolbar at
the top of the screen with two icons and the current time, and then a
background image on the rest of the screen.

First... please file a bug so we can track this properly and get all the
info about your setup, but the other day Ossama had the same issue with
his hardware and we spent a couple of hours scratching our heads trying
to figure out what was different from my setup using the exact same usb
key and a platform using the same chipset/cpu.

In the end we figured out that wayland was detecting a second monitor
(even though it was not plugged in) and the homescreen was rendering on
the other monitor
