There is no SDK for IVI yet. There is no Tizen IVI 2.2 version. 2.2 updates were only applied to mobile. If you have to use an SDK despite its gaps for app development, the 2.1 version is probably more compatible with 3.0 development than the 2.2 version. I'm just guessing though. There is no testing of using 2.1 or 2.2 SDK with Tizen IVI 3.0 development branch.
