It's not intended behavior, but we do know about it.  It has a bug tracking it

Subject: Tizen 3.0 IVI: Creation of odd directories in the root?

We've noticed that over time (as apps are run), directories with strange names 
are created "/".  The names *look* like:

`???
????
7???
Ig??
?p??

and so on.  I'm guessing the question marks are maybe Unicode characters or 
something?

My first thought was "corrupted file system", but that doesn't seem to be the 
case...

Is this expected behavior?  I've seen it under several (recent)  versions of 
Tizen 3.0 IVI.
