I just had time to try it out. It works for me.
Did you have a left over chroot? If so then just nuke ~/GBS-ROOT

Here is my .gbs.conf. FYI.

Hi Hao,

I can see 
libcurl-7.32.0-2.37.i686.rpm<http://download.tizen.org/releases/daily/tizen/ivi/ivi/latest/repos/ivi/ia32/packages/i686/libcurl-7.32.0-2.37.i686.rpm>
 which provided libcurl.so.4 in the repo. So please try with gbs "--clean" 
option after changing repo in .gbs.conf.

The repo in your .gbs.conf is Sep release repo. So did you git checkout the 
exact code of Sep release?
If you are using latest code of tizen branch, you need change repo to
http://download.tizen.org/releases/daily/tizen/ivi/ivi/latest/repos/ivi/ia32/packages/

When I gbs local build /profile/ivi/ico-uxf-homescreen from 
https://review.tizen.org/git/?p=profile/ivi/ico-uxf-homescreen.git;a=summary
It always shows below error:

ico-uxf-homescreen:
  nothing provides libcurl.so.4(CURL_OPENSSL_3) needed by ecore

Does anyone know how the problem is?
