The ICO implementation requires a full HD resolution. My guess is that
your monitor is defaulting into too low a resolution and the botton of
the UI (were you push the button to open the app launcher) is rendered
out of view.
If you monitor actually supports a higher resolution you can explicitly
add the modeline in the 'mode' entry in your weston.ini
