For the benefit of those using the Tizen IVI 3.0-M2-EOY preview, a section has 
been added to the release notes on how to resolve this:

(Kevron is using a more recent image where such upgrade was readily available, 
which is not the case is you're using the 3.0-M2-EOY image).
