I don't have SMACK manifest file yet, how to add it?

After update some packages and pass 'gbs build',
I installed these rpm package on device by 'rpm -ivh -nodeps -force 
libva-1.2.1-0.i686.rpm'.

However, in weston terminal, the corresponding libs becomes invisible to 'app' 
user, then app fail to run.
In ssh terminal, the corresponding libs also looks strange. They should be in 
"/usr/lib", but reported at "/lib"

So, what's the correct way to deploy a local rpm for test?

Do you ship libva with a proper SMACK manifest file? What's the SMACK label for 
those
libs not found (e.g., chsmack /<path to>/libva-wayland.so.1)?
