Actually, "native" mode cannot work for current Tizen images, because of the
rpm security plugin enabling. To fix this issue, I think you need add a valid
remote repo in the kickstart file, from where the bootstrap file will be
downloaded by mic. And need to tune the priority of the remote repo to lowest.

Gui, if something wrong, please correct me.
