SFTP/ssh works very well via the network-- No idea how it would work using the tether. (I have NDIS 166 boxes with Ethernet on them.)
I've also been using a Linux package (sshfs) that lets you mount a remote file system (the Tizen box in this case) on your local (Linux) file system. Looks like there's also a windows version of something similar, but not presently active. Sourceforge link to it is http://fuse.sourceforge.net/sshfs.html. I added the remote to my fstab to make mounting the drive easy (be sure to specify noauto!) It's also helpful to set up security certificates to the tizen box so it doesn't ask for passwords all the time. Makes development much easier!
