There has never been a Tizen IVI 2.2, or 2.2.0 release. IVI has been making 3.0 releases since July 2013. You can find those releases here: http://download.tizen.org/releases/milestone/tizen/ivi/
The discussion of 2.2.0 is about the mobile releases and is incorrectly addressed to the ivi mail list. In Tizen SDK 2.2, you can go to File -> New -> Project… and choose Tizen Native Project -> click “Sample”. Then you can create sample apps, e.g. MediaApp 3. After that, you can go to emulator-manager to create emulator img and run it. 4.
