HI Andy, We changed that in the latest release (i.e. Tizen IVI 3.0-M2-March2014) so that you can install your app if it is signed with Partner privileges (lower privilege level than Platform).
If you're interested in the details, such tweak is done via the /usr/etc/ace/TizenPolicy.xml file. Duplicating something the system already does, could lead to a fragile design and there's significant risk-- You may not have access to all of the relevant data structures (both knowledge and execution privilege), there's always the possibility that a bug in your code could kill the system, and worst you potentially have to play catch-up if the install process changes.
