I can't give you a cookbook approach that is guaranteed to work, but...

I have used NetBeans to (remotely) build and debug applications on Tizen.
 The core problem I encountered was that (native) executables were not
built with the debug flag on, even though the "file" command indicated that
debug information was available.  Once my make files had debug turned on,
everything started working.

At that point, I assume that the traditional "gdb" tools (which I've never
used in remote debug mode) would have worked as well...
