I've added some questions to the JIRA. Once they are answered we can work out 
how to go about implementing the facility.

Hello,

the rule for resources creation (e.g. dir; conf-file, DB...) in a user home 
directory have been define a few month ago after a long email chat.

the decision is :

System is not in charge to create the resources that will be required by 
application in a user home directory.
Application need to create their required resources  at the first tiem they run.

Now I must agree that this strategy induce and issue due to the security as 
$HOME/content shall be shared between multiple App as media entry.
I have added a bug in Jira.

Such as TZ_USER_CONTENT(defined at "multi user" part ) ,   its path is  
$HOME/content/.

These directories' path can be got from tool tzplatform-get.

So from multi user 's point of view,

Who should create these folders? The app who want to use these directories or 
some specific  system service(at specific moment, such as user first loggin).
