My understanding (right or wrong) is that cowhide is an attempt to create an IVI-aware widget set. It's usage to this point has been limited. That may be partly because of the transition to crosswalk (cowhide probably needs an update to work on crosswalk -especially given the new Vehicle API in crosswalk) and because all IVI apps to date were created before cowhide was ready.
That said, I think any new web applications for IVI should use it.
