Supported Tizen ARM toolchain is ARMv7
(check some hints at https://bugs.tizen.org/jira/browse/DEVT-186)

You need to check about integration
of other unsupported toolchain (linaro one)
into gbs and probably obs too (need to bootstrap it) ...

if you want to do this outside tizen infrastructure
maybe using yocto rpi layer could be an alternative track
that worth to be considered...
