When I create our image based on Tizen 3.0 IVI, sometimes (but not always)
app user is created with uid=9999 rather than the 5000 as expected. I know
the ivi-adaptation.post script attempts to create the user with -u 5000,
but the mic log says 'user already exists', so it is being created
elsewhere. Where would this be?

I also tried doing a usermod after the fact, but this doesn't seem possible
since changing the runlevel with systemctl locks me out of the system, and
otherwise says 'Account 'app' is currently in use'.

Ideally, the uid shouldn't matter, but I've seen two behaviors when this is
not the case:

(1) the graphical session doesn't start; I have not duplicated this
recently; instead:

(2) using pkgcmd installs the apps "successfully" but afterward (pkgcmd
-l), it reports them as not installed.
