I believe it's now using the hotplug stuff all the
time so the firmware needs to be located in the
hotplug firmware directory. 
There was a file under /etc somewhere (I'm not at home
at the moment) on my RH2 system that had a setting
that told the hotplug stuff where to look for
firmware. For me that directory didn't exist so i had
to create it.
