Whoops, I feel a little silly now...  I didn't realize that you need to have both kernel support for hotplug AND the hotplug app.  In any case, I emerged hotplug, and now it seems to work...devices are created.  The tveeprom error is still there, not sure if that's a problem.

Yeah, or in /etc/hotplug.  Hotplug most likely is not installed on that
system.
