I think it depends on the version of the PVR-250 you are replacing. I replaced a burned out tuner type 2 PVR-250 (very old) with a PVR-500 and was very impressed with the upgrade in quality. Others have said they prefer their newer PVR-250s over the PVR-150/500 though.

Stability is a non-issue. Rock solid. MythTV couldn't care less either.

I don't use the S-Video much (just for grabbing old family VHS tapes) but the quality seemed fine.
