You must be using an old version of ivtvctl. With the ivtvctl included
with ivtv-0.6.4 you should use the -Z option to obtain the signal
strength. Older versions of ivtvctl directly read some registers,
something that should not be done because you have to be root to be
able to access the saa7115 registers. And besides, a perfectly valid
API exists to obtain this info.
