I thought I'd toss in my anecdotal experience with this problem out there in case it's of any use to anyone.
Recently I udpated the kernel+ivtv drivers on my master backend from 2.6.12.5 (ivtv 0.20rc3j or some such) to 2.6.19.1 and the lastet svn of 0.9 as of my upgrade 3 weeks ago. Immediately I was getting a ton of the "All encoder MPEG stream buffers are full" blah blah "Cause: the application is not reading fast enough" messages and along with some dropped frames. For the most part it didn't annoy me enough to do anything about it until a week ago when I updated ivtv incase it would fix the problem(it didn't), and finally 3 days ago I went to 2.6.19.2 and set my HZ value to 1000 instead of the default 250.
