Typo, should it not be vcs? If so, it is the virtual console device.

Distro, release number and hotplug script? Also udev has replaced
hotplug on most distro's, are you using udev or the old hotplug? (What
does cat /proc/sys/kernel/hotplug say).

And having INIT IVTV from your kernel log is always a good source of
info for the list ;-)
