I think I am having the same problem as you.  I am running the same
kernel/distro.

I believe the correct firmware directory for this distro/kernel is
/lib/firmware/2.6.22-14-generic.

If you run the 'make unload' command then reload the cx18 module like this:

modprobe cx18 debug=511

you will get more output in dmesg.

If you look in the dmesg for the tveeprom messages, what model of card
does it show?  Mine is "Hauppauge model 74041, rev C5B2."  There are
several different versions of the HVR-1600 (74021, 74041).  Maybe that
is a factor?
