What distro are you running?

Did you build v4l from snapshot? Which snapshot did you use?

I am running FC3 with the 2.6.9-1.681 kernel. I got the src RPM for the
kernel, unpacked it and applied all the patches that came packaged in the
RPM, but a lot of them failed and I am left with a kernel source that isnt
buildable.

What is the standard way people build kernels for FC3? In redhat there used
to be a kernel-source rpm, but that no longer exists.

I noticed that I'm not very explicit about what I did. In tuner.c, there is
an array:

static struct tunertype tuners[] = {
        ...

In this table, I modified the entry:

        { "TCL 2002N", TCL, NTSC,
          16*172.00,16*448.00,0x01,0x02,0x08,0x8e,732},

to

        { "TCL 2002N", TCL, NTSC,
          16*172.00,16*448.00,0x01,0x02,0x08,0x8e,716},
