What works for me (see my previous post): Do not use the ivtv-supplied tuner and tveeprom modules, but those that come with the kernel. Patch them with the latest patch from www.bytesex.org.
Then do a modprobe tda9887 PAL=I and a modprobe ivtv tda9887=0.
