I got it!!! Talking to another guy that has a PVR-250 here in Brazil, he
told me that he got it working by using the 0.1.9 version of the ivtv
driver. So I tested it and it really worked (thanks Mauricio
Piacentini).

Comparing the old driver and the new driver (0.3.2d), I found the
following line interesting:

0x0E, 0x09, // lots of different stuff... video autodetection is on

In the old driver, it was 0x07 instead of 0x09. So, I just changed it
and now it works perfectly for PAL-M. Do you think that this will have
any side effects?
