That doesn't seem to be the right place to do it. When you tell the
tuner (/dev/video0) to change to a given frequency , it should change to
that frequency, not some other frequency. The driver should be the place
to change this.

Could I get a new tuner type in ivtv, write code to detect it, add code
to the tuner module to handle this new type, and other wise treat the
tuner as type 47?

That will not solve my problem. The frequency values being used by
mythtv and chann.c are approximately 62.5 times larger then the ones I
am giving it to get a clear picture. Obviously, the tuner is
interpreting the values given to it by the driver differently than the
driver author intended.
