Looking back in my notes, the values I got by reading HACTIVE_CNT and VACTIVE_CNT at the time the scaling ratios were being determined were 720x487. That's confirmed as the default value by table 5-4, autoconfig values for BT656 pixel timing, and section 3.5.2 which cites 487 as 'full resolution NTSC BT.656' and uses 487 in the scaling equation. Yet 487 doesn't appear to work and 480 does.

*_CNT represent number of active pixels, which will not be equal 720x480 (720x576 PAL)
in case of cropped image.
