This fixes a bad bug in the last version, when not using a 350 it 
tried to setup the decoder vbi insertion stream, so would crash.

I'm not exactly sure how the encoder vbi insertion and decoder vbi
are supposed to work, or why they now overflow the buffers, like they
aren't inserting into the stream fast enough and overflowing the 
buffers.  I'm going to look into this more, I need to for my work so
now a priority, but really curious about details on it.  Hans :-), if
you have any time please check over this version and see if you can guide
me on what needs to be done for this, and I'll start trying to figure it
out more, seems like something broke and if fixed things ought to be
really really nice afterwards with alot of my recent fixes around the
VBI process.
