This fixes a bad bug in the last version, when not using a 350 it tried to setup the decoder vbi insertion stream, so would crash.
I'm not exactly sure how the encoder vbi insertion and decoder vbi are supposed to work, or why they now overflow the buffers, like they aren't inserting into the stream fast enough and overflowing the buffers. I'm going to look into this more, I need to for my work so now a priority, but really curious about details on it.
