I don't know about MPEG-2, but you could always software encode it using transcode or something. I use oggenc to record directly to ogg vorbis. This assumes you've set your codec audio bitmask to 0xe8:
oggenc -r -q 4.5 /dev/video24 -o radio.ogg


You can also use sox to resample down to 44.1kHz and increase the volume:
sox -t .raw -w -s -r 48000 -c 2 /dev/video25 -v 4.0 -t raw -r 44100 - | \
 oggenc -r -q 4.5 - -o radio.ogg
