Still no luck... here's what my lspci gives:

0000:01:08.0 Multimedia video controller: Internext Compression Inc
iTVC16 (CX23416) MPEG-2 Encoder (rev 01)
Subsystem: Hauppauge computer works Inc. WinTV PVR 250
Flags: bus master, medium devsel, latency 64, IRQ 11
        Memory at d0000000 (32-bit, prefetchable) [size=64M]
Capabilities: [44] Power Management version 2

0000:01:0a.0 Multimedia video controller: Internext Compression Inc
iTVC16 (CX23416) MPEG-2 Encoder (rev 01)
Subsystem: Hauppauge computer works Inc. WinTV PVR 250
Flags: bus master, medium devsel, latency 64, IRQ 5
        Memory at d4000000 (32-bit, prefetchable) [size=64M]
Capabilities: [44] Power Management version 2

0000:02:08.0 Multimedia video controller: Internext Compression Inc

Flags: bus master, medium devsel, latency 64, IRQ 5
        Memory at c8000000 (32-bit, prefetchable) [size=64M]
Capabilities: [44] Power Management version 2

0000:02:09.0 Multimedia video controller: Internext Compression Inc
iTVC16 (CX23416) MPEG-2 Encoder (rev 01)
Subsystem: Hauppauge computer works Inc.: Unknown device e817
Flags: bus master, medium devsel, latency 64, IRQ 10
        Memory at cc000000 (32-bit, prefetchable) [size=64M]
Capabilities: [44] Power Management version 2

It looks like one of the PVR-250 cards is sharing an IRQ with one of
the inputs on the PVR-500... so, I removed the two PVR-250s and tried
again and the same static keeps happening.

There's GOT to be some way to troubleshoot/fix this, but I'm
completely out of ideas :( Jarod, do you have anything you can add
since you ran this card in your machine?

PLEASE HELP!!!

Matt
