I usually use the command:

/usr/lib/ivtv/ptune.pl -d /dev/video1 --channel 3 --freqtable ntsc-bcast 

Ch.3: 61250 980

In my rc.local, however because I was suffering from the lost audio I tried
a bunch of different frequencies after noticing that if I changed to channel
2 I had crappy video but excellent audio.  Below is what has worked for me
so far:

/usr/lib/ivtv/ptune.pl -d /dev/video1 --channel 3 --freqtable ntsc-bcast
--tuner-num 0 -F 61350

Frequency: 61350 981.6

It seems to change the frequency just enough.
