This does exist, along with video24 and video32.
If I remember correctly, neither KdeTV nor tvime support hardware
MPEG capture cards, or at least they didn't when I last used them (like
a year ago). Try using just:
mplayer /dev/video0
You may have to use ptune.pl to select a channel first though. I think
most of us use mythtv as our livetv app instead of tvtime or kdetv.
