I have been trying everything I can think of, and still no luck.

I am beginning to think that a register is set in some state that ivtv doesn't know about. I am planning on putting the card in a Win2k box and getting it working there, then trying it in Linux afterwords.

How would I go about pulling off all current registers on the card in Linux, then doing the same in Windows, and then again on linux. Would this help to develop the drivers for the card?
