This one will likely do, but it seems a bit stale. The guy
already admits the chip is hard to find.
I built one awhile back using the AD724 chip. It's got pretty
much everything you need for NTSC or PAL... just need an external color
subcarrier osc. The datasheet shows a crystal, but I've been toying with
building a PLL to lock it to the horizontal frequency (to be more
standards-compliant). Even without that, the crystal one works great
for me as a very clear TVOUT. It'll take H and V sync in and combine for
you.
Of course a video card and modeline that puts out interlaced,
NTSC/PAL frequencies was required for me. For what you're doing, the sat
receiver will hopefully be putting out 480i or 576i if you're in PAL-land.
Biggest trouble is that it's an SMC component, but at least it's not
super-fine pitch.
