both XVids and DVDs is around 50%.  Both DVDs and XVids play perfectly
through my onboard video.

I have two main problems:

1.  The video is not smooth.  Whenever I first play the video it
stutters greatly, although this settles down after a while (maybe 10
seconds).  After this the video is pretty watchable although it does
not look completely smooth.  Fast forwarding and rewinding brings
about another 10 seconds of heavy stuttering.

2.  (Possibly related to point 1)  The video and audio are not synced.
 The amount of delay varies between almost perfect and about 1 second
although for the most part it is watchable but annoying if that makes
any sense.  The amount of deay varies within the same film and, like
the stuttering, is not helped by fast forwarding and rewinding.

What are you using to play the DVD? Have you tried just using x11 output instead of xv? I am using the following command with an OLD (0.1.9) version of ivtv, an old X driver and an older, unmodified (I believe) version of mplayer. This works very well for me now since I have a enough (800MHz) cpu to decode the DVDs.

/usr/local/bin/mplayer -vo x11 -fs -quiet -framedrop -dvd-device /dev/cdrom dvd://
