MPEG4IP don't support an mpeg2 stream a input. You can use /dev/video32
instead, with is YUV data. But you will get another error. MPEG4IP uses
a v4l interface to get its data which is not supported by the IVTV
driver.

You can use VLC, which has a module to stream from PVR cards.
