tveeprom is loaded too late so the tuner is never set. Hence static. Am I
correct in thinking that you have the latest v4l2 patches installed? If
so, then you may be better off by using the v4l2 tveeprom instead of the
one installed by ivtv.
You can also try loading tveeprom manually before loading ivtv.
