You can make a video up using cinelerra.
A while ago I replaced slides in a presentation with jpeg images captured from 
a pdf of the slides, because the slides in the presentation were unreadable.

I had to edit the xml file of the project file to alter the run time of the 
individual images I inserted into the project (because it defaults to single 
frames)  That was with an older version of cinelerra, so the latest version 
might be easier.

After completing the project you just export a video mpg and an audio mpg, 
then run tcmplex -i video.mpg -p audio.mpg -o outvideo.mpg -md

This will produce an mpeg file which you should be able to play in most mpeg 
players.
