Well, I suspect if you use a standard kernel from a distribution, it should already be enabled.
Otherwise, if you compile your own kernel, in 'make menuconfig' (or 'make xconfig', whatever), select 'device drivers', 'multimedia devices', 'video for Linux' and there select (as module) 'BT848 video for linux'. (but this is actually only if you build your own kernel and want to enable only exactly the stuff that you need).
