I got all channels working (at least all that I checked).

I ended up changing the tuner definition in tuner.c to:
  { "Samsung TCPN 2121P30A", Samsung, NTSC,
           16 * 137.25, 16 * 410.25, 0x01, 0x02, 0x08, 0xce, 732},
This was changing the first cutoff from 175.72 to 137.25.  I know why I did it, 
but not
if it is right for that tuner.  The number was a guess.  It worked in my case 
for channels 7, 18-22. YMMV
