FYI...
I have fixed my problem...
Not exactly sure how I fixed it but it could be;
updating to 2.6.15-1.1831_FC4
re-installing ivtv firmware
adding these aliass to modprobe.conf
    alias char-major-81 ivtv
    alias char-major-81-0 videodev
And rebooted.
played a cat /dev/video0 > /tmp/test_capture.mpg and low and behold, video!

Now on to MythTV discussion forums...
