My guess would be the ATI card assumes that any TV will be  
overscanning the image by the normal 4% or so, and it compensates for  
it to keep you from having any of your desktop outside the visible  
screen of the TV.  Since all your TV's are overscanning, you never  
see it.

So, its working exactly like everyone wanted it to.  They just never  
expected you to capture it.
