Are you sure you have the VCR set to take its input from the composite 
connector and not its own tuner? With composite video the lack of signal 
is usually blue or black, not snow.

Try it like this:

BusID  "PCI:0:B:0"

with a : instead of a . between the last two values. For example, my 
lspci show:

01:07.0 Multimedia video controller: Internext Compression Inc iTVC15 
MPEG-2 Encoder (rev 01)

and my BusID line is:

BusID "PCI:1:7:0"
