I went through all stream_type values. The only value where CBR worked
is 2 (MPEG1) and 11 (VCD). In case of MPEG1, it was encoding at the
bitrate I specified (3 mbps), in case of VCD it switched to 1+ mbps. 

However for my application I need to have CBR in MPEG2. Reason being is
that I record this stream into Kasenna VOD server and for it to work
properly stream should be CBR, and MPEG1 the quality is noticeably
lower.
