I kinda suspected that that the v4l firmware files were these same encoder/decoder images but I couldn't find any documentation to confirm this. Thanks.
As for the hotplug directory, my system doesn't have any hotplug subdirectories under "/lib" or "/usr/lib". There is, however, an "/etc/hotplug" and a "/etc/hotplug.d" on my system. I'll try the Fw files there and then the more traditional "/lib/modules".
