I have not had this problem because i use PVR-350, but have you tried compiling ivtv from the ivtv source cvs. If you browse the ivtv cvs tree you see a note "Fix v4l2_frequency handling. " I think this has been fixed, but not released.

Then test it like this:
cat /dev/video0 > test.mpg
Im sure your channels will show up.
Now, I do believe and Im trying this right now, in your modprobe include
a line like this:
options ivtv tuner=47
Should do the trick!
