If you get noise, then ivtv is working fine on SMP. Static means that 
you have problems with selecting the correct tuner channel.

Please provide the IVTV INIT messages (perhaps attach it as a file, the 
mailer you are using seems to remove the newlines, making the text 
unreadable). Looking at your original message I saw no messages from 
the tveeprom module, make sure you have it loaded. Without tveeprom the 
driver cannot select the correct tuner, which would result in the 
symptoms you describe.
