I had this problem with 2.6.17-gentoo-r4 and ivtv-0.7.0 as well. I fixed 
by enabling the sub options under BT848 Video for Linux, ie:

Device Drivers --->
      Multimedia Devices --->
           Video Capture Adapters --->
[M]            BT848 Video for Linux
[*]               DVB/ATSC Support for bt878 based TV cards
<M>               SAA6588 Radio Chip RDS decoder support on BT848 cards

I don't know if it's right, but it has enabled me to modprobe ivtv. I'm 
still having other problems though.
